Because the gameplay is actually good. Most fanservice games just use shameless sexual to cover up the poor game design. Whereas Bayonetta has great gameplay and the sexual themes are way better handled. Bayonetta owns her sexuality, she is always in control and uses her sexual power to her advantage. She's basically a feminist hero, a strong independent woman who don't need no man. Polygon and Anita don't like her because they're puritan/sex-negative feminists who think sex is icky and demeaning.
