And while we don't know the true ending it is however canon that if the legion were to win, they would be completely incapable of defeating the boomers with their bomber
besides, the battle for Nellis AFB would be a pretty glorious event, with thousands of legion soldiers equipped with melee weapons or rudimentary rifles running straight into range of the Boomer artillery and heavy infantry

The Legion also has the sense to do that. It even says in the end that if the Legion win Caeser is wary of them and chooses to leave them alone instead of trying to enslave them.
The Legion would probably be smart enough to use the abandoned train tunnel to infiltrate Nelis. But other than that, I don't see how any faction in the wasteland could invade the place. Other than the Courier, because you're just that special. The NCR might win *eventually*, but it would be a hard fought campaign.
