Anyone who knows the first thing about Skyrim knows that Ulfric is a traitor to Nords, and man kind in general. The high king was his biggest fanboy, and would have gone to war with the Empire if Ulfric so much as hinted it. He just wanted power, and that's exactly why he challenged a little boy who wasn't willing to fight against his idol, and even used thu'um against him. The challenge in general was more of an assassination job since he refused to do it in front of any sort of audience that wasn't loyal to him. Not even gonna touch on the subject of him being a Thalmor plant, since that's common knowledge.
Fact is, the best case scenario of a stormcloak victory is a force equal to the CURRENT post war Empire, lead by a corrupt politician. Whereas an Empire victory, would result in a much more formidable force, lead by the only competent Nord Jarl, Balgruuf.
