Quote can only represent one Mimiga with his current equipment, and that's King. Megaman uses the Robot Masters' attacks, Ryu the base moveset of many characters.
In order for Quote to fulfill the requirements he'd need more memorable weapons than pistol, rocket launcher, fireball, machine gun, knife.

Maybe Curly could be on his back with the tow rope. Down smash has them attack in both directions, forward smash attacks have them both shoot forward, something like that.
I'm just trying to think of what kind final smash Quote would have. I don't really know honestly. Maybe the giant Ballos head could fall down on the stage a few times, but at the same time it would be a little strange for the secret villain to be his actual final smash.

Sounds promising, though the size of the character matters, Duck Hunt Duo was only possible because they're small. Q&CB are medium-sized killer robots at best.
Though having CB instead would be awesome due to her cheery personality. Similar treatment to Chrom, a side character representing the tale of the hero.

I have thought Curly would make a good choice too seeing as the name Quote itself is a bit of a spoiler, but I don't think Sakurai would really care too much about that. The game's over ten years old anyway. As far as their sizes go, if each were about the size of Mega Man, maybe a bit taller, I think it could work. I mean, it's not like they're stacked on top of each other, Curly would only add about half her height if we're going by what the sprite shows.
