Maybe. The satellite could also one day get destroyed by other space debris, or it could short and the simulation ends without warning, or the solar panels could eventually just die, letting the simulation slowly die out as they slowly lose the power needed to support it.

But those aren't really people. Those are memories and simulations. Even if they generate new experiences, they're not genuinely human.

Humanity was dead when the impact happened. Even if WAU hadn't gone crazy, the population of Pathos II was not large enough to sustain growth.

There's probably a continuity of government bunker somewhere in the states people are doing their best to recreate Fallout in, since they had advance warning of the comet. Pathos-II just happened to survive because they were underwater, there were probably SECRET BLACK PROJECTS intended to ensure people did survive.
