As you pointed out, he can maneuver in and out of battle, but the issue is he needs to be in certain conditions to do so. With needing a ward/ally ready and in range for w and an enemy (preferably jungle creep) for q, and a decent amount of times, this stuff isn't easy to execute. He also need a decent amount of room, time, and energy to use his abilities in a manner to kill someone, which could potentially leave him vulnerable since his only tank is 25% natural life steal and, at max with additional ap, 240 shield.
And this is where the difference is most of the time between very mobile (lee) and not very mobile (for example brand) is that non-mobile either have better stuns/more dmg abilities than mobile champions as a way to balance out having lots of mobility versus having no mobility.

I was using Sion in particular (since him and Lee are both melee champs reliant on skillshots), because I feel he's a good champion, but not the easiest one to play against good opponents. He has some of the hardest to land skillshots in the game, but he is so rewarding and completely change a game if you can land them consistently. He's also squishier than some ADCs early game, despite having zero escape tools outside of his situational-as-fuck ult. I feel his skillcap is just as high as Lee's, but his lack of mobility is why people don't play him. It's just too challenging to win consistently as an immobile champ when all the most popular champs literally dash all over the place. It also doesn't help that Riot shows favoritism toward mobile/DPS champions.

But you have to note how strong his abilities are, as he has amazing stuns and slows on Q and R, great survivability due to his W (both with the shield scaling on health and the snowball aspect of the gaining 2 health per kill) and ridiculous armor pen and slow on his E and his passive making sure he can at least do more dmg even when he got killed.
All lee has is a slow on his E, an ult that has a knock back that can screw you over if kicked in an unfavorable direction, a shield that needs ap to tank more but has nothing else in his kit that scales with ap, and 2 escapes that are pretty good, but are picky in how they make you move around the battlefield.
And as you can see, lee>sion when it comes to mobility and early-mid game but sion<lee when it comes to late game, consistent damage output, can have more than 1 target easily take the damage from most of his abilities, and also tanking the damage in major team fights. Which just goes to show how big mobility is when balancing a champion or anything in any game.
