Guns would actually work exceedingly well against the average wizard, who is incapable of casting so much as a shield charm worth a damn (Hence why Fred and George could sell clothes with such charms on them for so much money).
Against Voldemort they are comparatively ineffective for two reasons; one is that he's a magical prodigy, and the other is that 99% of the story the issue is as much that he's immortal as it is that he's powerful.
