Chesnaught was the best final of a starter in any game. Water has literally 0 good starters which is why they shouldn't be put in and chesnaught should. :-)
If we're going with 10 slots here's what I'd add:

I went full autism and made a whole roster, 1 pokemon per type + a bos, and described each characters fighting style while picking Pokemon I thought would play uniquely.
Pikachu
Lucario
Charizard
Machamp
Weavile
Suicine
Gradevoir
Gengar
Ursaring (Slow heavy hitter. Has armor on a lot of his attacks. Doesn't have combos so much as indivual hits that stagger the other guy so hard you can hit them again. )
Scyther (hovers, is mega fast with tons of manuvariblity and evasive moves, but has no ranged attacks, and his attacks deal less damage the further from the tip of the blades)
Drapion (Keep away, he can use his long and strechy limbs to hit and grab you from far away while also laying poison spikes and other debuffs, wearing you down from afar without letting you get close)
Donphan or Rhydon/horn (Charge character, fairly slow on their own but they have tons of fast but risky tackling/charging moves that are unblockable)
Shuckle (Joke character, super weak and slow but tons of health with annoying status attacks)
Pinsir (Grappler, with a focus on counters and chain throws)
Sceptile (A speed character, but the slowest one. Can gain meter from being idle due to the sun)
Metagross (Good at both close and especially long range, with beams and pyshic attacks, as well as ground pounds and punches, but both are slow, like ursaring without the armor, and has no tools at medium range)
Garchomp: (Both very strong and fast, but with poor recovery, leading to lots of openings, and many of his attacks put him in a "rage" state that buff him, but once it ends he is weaker)
Zoroark (Transformation/clone focused. Doesn't turn into other fighters for the whole match, but individual moves are other fighter's moves, think Double from skullgirls)
Boss: Mewtwo (All around good fighter, has long range grabs with telekinesis, psychic projectiles, as well as up close attacks with his tail, but is somewhat slow and doesn't gain meter as fast as other fighters, or has no meter/burst)
