I've played Undertale for about an hour and I find it boring. When does it get good?

If you've been baited by all the edgy and COOL shit going around then no, it never really does.
The game itself is just a cute and charming jrpg with peculiar sense of humur, you either like it or not.
After that you start seeing the meta crap in it but honestly that's just on top of what I think it's a nice game by itself.

Snowdin is the second area. Bit of a tone change. Keep in mind the Ruins with Toriel was the first area made and predates the rest of the game by two years.

just finished undertale, and seeing as it was inspired by Earthbound, I really was hoping it would have a lot more variety of different locations, but the locations kinda felt like a slump and I'm already forgetting them.
if you can't get emotionally invested in games at all, all you'll really have to enjoy are two decent bullet hell bosses, one of which is super bullshit 64
if you like the writing/characters, play through all three routes, and mess around with the hidden stuff and attention to detail Toby put into the game, you'll get a lot more out of it.

You can judge games by the amount of time when they are occurring on boards. In this case, if you enjoy playing rpg maker games with new (or forgotten) mechanics you should continue playing it. Otherwise, you will end up skipping through dialog and waiting for it to end. I personally liked it, for the story especially. In your case I can suggest you to abundant it and watch it on tube.
