As you can see, that's the uniform he wears, and if you look closely his blade has a round hole near the base, the hole has a purpose, he's got a screw in his back to make seathing the blade fast and easy.
The screw on the should are probably replacement for the one on his back or could be used to hold some sub weapons within reach.
