Does San's brother have a mental disability or is he just goofy?
I'm asking this because I seen the note that he left on one of his puzzles and it said it was just "chicken scratch". I also noticed his room is like a kid's room it kinda makes me feel a sad
Part of me thinks Papyrus does have a sort of disability considering the way Sans kind of plays with him and let's you know he won't really hurt you he just wants to have fun.

It's supposed to simulate handwriting on comics. People tend to use it for all sorts of stuff and it just plain looks bad, especially when it is used in a professional context. People just tend to gravitate towards it because it looks friendly and straightforward, I guess.
Basically it's often used by people without much design sense who don't care what actually looks right, they just pick "their favorite."
