You can shoot fairly reliably if both the gun and the target are underwater. The bullet won't travel as far an have slightly more deviations, but it will still be a viable weapon.

The funny thing is, energy and mas are kind of the same thing. Photon have no mass, but under certain conditions can spontaneously turn in matter and anti-matter, the energy that isn't converted into mass becomes the kinetic energy of the generated particles (I think an electron and a positron) and is split evenly between the two.

Anyway, momentum is mass x velocity. If a photon had no mass, it cannot have momentum.

The momentum of an object is its mass x velocity. Mathematically:

p = mV

where p is momentum, m is mass and V is velocity. If we assume our flashlight behaves similarly to a pistol (i.e. has the same mass and emits its light in a quick burst), then we want the momentum of our light to be the same as the momentum of our bullet.

So, how do we work out the mass of light? From what I understand, we can just use the mass-energy equivalence formula:

E = mc2

m = E/c2

And the velocity of light is equal to the speed of light. So, the momentum of the light emitted by our flashlight is:

p = mV = E/c2 x c = E/c

We want the momentum of the bullet to equal the momentum of our light, so:

E/c = m(bullet) x V(bullet)

E = mVc

Let's pick the ATOMIC Ammo 9mm round as our bullet, which has a velocity of 400 m/s and a mass of 8 grams. The speed of light is 300,000,000 m/s, so we can substitute this into our equation:

E = mVc = 0.008 x 400 x 300,000,000 = 960 MJ

So, your flashlight needs to emit 960 MegaJoules in order to have similar recoil to a gun. Fun Fact: If your flashlight emits 960 MegaJoules in 0.8 seconds, it is consuming 1.21 GigaWatts of power. That's equal to the power consumption of the DeLorean from Back to the Future. All you need is some plutonium and a Flux Capacitor, and your dream of a pistol flashlight can come true.

You're not understanding what cause the recoil here. The gases that are created from igniting the load in the round propels the bullet out of the barrel, with the gases also exiting the barrel which is what causes the recoil. The action of a rifle can cause some kick and the slide of a pistol going backwards (depending on weight of the slide) can cause additional recoil.
The Laser Rifle has no gases exiting its muzzle, its nothing but a burst of focused light; its not combusting the air or blasting any gases out. The charge of creating that quick burst of laser could cause some vibration or backwards kick, sure but there is literally 0 reasons for it kick upwards.
