Frankly taking the road to Raccoon City is the safest and sanest choice.
Ignoring that no magical force will stop you from just passing through the outskirts; the zombie population for what is later said to be a city of a hundred thousand is pretty low, and they apparently crave being indoors or some kind of shelter since they meander into cars and try to break into buildings.
Without taking Silent Hill beyond its face value and assuming "I'm immune no big deal", nonconfrontation isn't exactly an option, and there's no telling if you'll be picked up by aliens or not.

The only argument to be made in favor of picking Silent Hill is if you don't see the nightmare world at all. If you go full nightmare world then you're a million times more fucked than in Racoon City. If RE was real it would still respect all the known laws of physics. You'd just have some big monsters and zombies that would likely kill you. Silent Hill is a complete progression blocker if it was real. The only way it's possible to progress through it is because it's a videogame where you can test out the limited options that it gives you. If it was real life and you'd have to figure out what the warped reality around you wants from you so that it'd let you out you are simply fucked. It's not a place you can physically run out from.
The only "inner demon" I struggle with is a very poor self image. I imagine Silent Hill would probably be a very hurtful place but not really dangerous.

Take something like the mirror room in silent hills 3. The right answer to progress for Heather could have easily be to keep at it all the way through. Or when in silent hill 2 you just simply start jumping down holes. The next hole could simply have you jumping down to your death like a retard. Stick your hand in a hole in the wall, you might get a key, or maybe it'll just rip your arm right off. There's no real way for you to know.
