He can. He's generally not recommended to be fought unless you're in your higher levels. Armageddon can make work of him though. He's tied to a request for Monad, so you might want to wait till Elizabeth has that request ready, to fight him.

Apparently Monad is at least 40 floors away from where I'm at and the staircase to continue is still locked. I'm still on my first playthrough too, so I'll leave that stuff for later.
