It's meant you keep you from stockpiling them, locking you out of certain badge entirely and also preventing someone saving them for a week where badges they really want show up, so you'll spend money instead.
It's bullshit, but it's intentional, deliberate bullshit.
I actually like the way this game does this stuff, it's pretty easy to get at least one free play, and the rewards are somewhat meaningful if you like the whole decoration thing, I already have over 50 badges and I think that's a lot considering that the game is pretty recent and I didn't spend a cent, I don't even have space to put badges on the home menu anymore
Also helps that I don't see it as a "game" and more as a customization shop

I don't know if he always gives one you haven't won yet or if it's random and I got lucky. But at the very least, you are indeed guaranteed a badge if you spend money and can't wind up getting nothing at all.

Usually when I'm one away from a complete set and I fail to win it the game expects me to dump another dollar just to try again and get it. Just as some information you can copy others badge data through hacking. Its quite easy too. I suggest you do some research as I now have over 1000 badges. Kind of nifty.

I'm curious now, have you ever bought plays and gotten nothing at all with all the plays?
I have a feeling if you only have one badge left, but if you got anything at all from those plays, it won't trigger. I also know that if for example, you buy ten plays as a bundle and spend 5 on nothing, that won't count, you'd have to spend all 10 plays on nothing in that case.

Now that I think about it, I think each time I've bought plays I got at least one badge whether it was a dupe or a new one. That probably explains why I never encountered that unique situation where he gives you the badge you couldn't get.

For me it was a cluster of Mario Kart 8 badges (Pink-Gold Peach and Metal Mario) all stuck inside this big green block that you needed to tip over to the right side to make the block fall into the chute. At first I thought I needed to grab one the badges sticking out on top of the block, but then realized three plays in I was doing it wrong. Ugh.
