What are some games where at lower levels you get absolutely wrecked by everything and you have to be really careful to avoid combat all together or only fight the easiest of enemies and only when you level up are you able to go to those new areas.
AssCreed 4 had areas blocked off by gigantic ships of the line that would rape you in two shots until you had enough armor and armament to take them on.

FFVIII did this for balance though.
Basically, they realized that the junction system would render any even vaguely smart person a god within a few short hours, so they made leveling up happen quickly, and cause enemies to get stronger in order to attempt and balance the system.
The idea being that a lot of your magic is won during battles, and killing enemies earned you EXP. So as you gained stat points with magic, and you also made enemies stronger by leveling up.
The problems arose when people started finding ways to counter this, and keep their levels low and stats high. But that's actually decently high level play (relatively speaking anyway), so you're not really going to see first time players pulling that off. So I suppose it was a mission accomplished on their part to an extent.
Personally, I think a better way of keeping out of control stat boosting in check would have been to use levels as static stat caps instead. So let's say at level 5, every stat could be improved up to like +20 (or whatever you think is reasonable), but no more than that. And you have to level up in order to increase the cap and gain the potential for further stat growth through junctioning. But then again, that's rather limiting, and basically just regular leveling up, but with player involvement. So I can kind of understand why they did what they did. But at the end of the day, it was a fairly unbalanced system and they really should have tried harder to fix it. Or just abandoned it...
