Most important thing is good maps. Movement comes in second, and the movement has to work well with the maps. Thats why the movement in warframe feels weird, it's fast as fuck but moving around those tiny maps that way feels weird, and the enemies are so pathetic that you can just fucking skip them if their deaths aren't mandatory.

If every weapon in a game feels like a pea shooter or it seem that doesn't even do jack shit, then it pretty muchs sucks as a FPS in general. Also enemies reacting to damage (flinch/hurt animations, gruesome deaths, etc).

Yeah mobility is definitely important. How the character handles is what makes or breaks a game. The game engine and physics are the backbone. There have been plenty of promising games that are unplayable due to janky and shitty animations and physics.

The worst thing about that fucking game is the fact that the movement hardly affects it at all. Dodging bullets is basically impossible because you move so slow. You play it exactly like any other cover shooter, only difference is you can attack by going over the cover as well as to the sides, and you can ambush people really well by wallclimbing and then dashing out above their head and shooting them.
