Actually you can call the attitude of the BoS prejudice instead of racism. With the supermutants it's actually easy: they were at war with them from long time and the vast majority is hostile anyway. With the ghouls it's more complex. The BoS sent patrols in the Glow (an high radioactive zone in the west coast) to retrieve tech and the ghouls (which are immune to radiations) usually scavange the corpse of those that die in the line of duty. As the result the BoS consider them thiefs and not trustworthy.

They only wanna kill mutants and synths. Plus they only wanna put tech in the hands of those who won't use it to raid.
