People have different tastes, and you buy a certain game because you feel that it can satisfy your specific tastes. The entire point of sequels and franchises is that they remain fundamentally the same from game to game so that if you enjoy one of the entries you know you'll enjoy the others. If a sequel is designed to satisfy different tastes to the original, why is it a sequel?

What is "good"? A good action game is different from a good turn-based game. A good puzzle game is different from a good RPG. A good horror game is different from a good fighting game.
If a brand is based on certain qualities then a sequel comes out that lacks those qualities, the sequel can be a good game but not a good "brand" game.
Metal Gear Rising: Revengence is has enjoyable over the top action but a shitty simulation of tactical espionage. It's a good game, but a bad Metal Gear game.

Your role is even more established and you're way more railroaded into joining the good guys than in Fallout 4.
The skills are 11 skills with 4 levels, basically a dumbed down version of the perk chart from Fallout 4 and all skills only makes you better with certain skills, they don't provide anything game-changing or charather defining in any way that doesn't also apply to Fallout 4.
People complains that all conversations in the main quests gives you an option to talk about Shaun, but that's nothing compared to the best dialogues in Deus Ex having absolutely no input from the player.
