Because they were single pre-rendered images that you can't interact with. That's why all those games had fixed camera angles, and once sequels gave moving cameras they dropped the pre-rendered backwards as they no longer worked.

when it's just one picture that you can't interact with, the only limit to how good it can look is how good your artist is. That isn't true with modern game design styles, though.

Err, no. There were still limits, to the hardware making the renders and to the target hardware (PS2) that had limits to texture sizes and resolutions.
