How hot does Fallout 4 make your system?
I've got a EVGA 980 ti and it runs up to 65c @ 1080p 60fps with optimized settings.
Turn the god rays from low to high and it hits 72-75. Like what the hell. Can't even tell the difference.

Clearly they aren't optimized then. Or maybe you're referring to "optimized" as what GeForce Experience is changing the settings to, in which case you should uninstall that trash and use Nvidia Inspector or just stock GPU control panel to manage application-specific GPU settings.
Turn godrays off completely by going in-game, using console (~) and typing "gr off". Put Shadow Distance to medium.

God Rays to low, it doesn't impact performance much, but there's literally no difference between low and ultra GR.
Shadow quality to medium or high. Medium is tolerable, high is pretty good.
Shadow distance on med makes the game buttugly when looking from high places, try not to touch that.

Also, don't you notice that when your weapon is in front of some godrays, it all looks incredibly aliased?

I think it looks okay, runs fine on my 2gb 770, i5 4670k (stock clocks) rig. Only place Ive dropped in 2 hours of play so far is an interior cell, prob because I cranked shadows to max to test it out, exteriors have not dropped at all, not even during the Concord shootout with 10+ raiders shooting, and a flaming deathclaw running about, and cars exploding. They must be cranking shadow detail up in interior cells or some shit. Outside is smooth as butter.
