My character has 1 Int and max luck and strength, he's addicted to chems and has a severe brain disorder from the cryostasis that causes him to change personalities in a second. I do every quest I can and then murder the quest giver if possible. I've killed every settlement possible and use all my new recruits as unwilling pawn in my game of entertainment.

Not building anything now. Took Covenant for me and a couple of followers that I like. Installed the D.E.C.A.Y mod and forgot about it until I was exploring and fell through the roof of a church filled with ferals. I wasn't ready. Using the darker nights mod and pipboy spotlight mod, with additional shadows. I've enjoyed the game a lot more this way, after finishing it vanilla.
Also have a pure crafting, modded survival mode run. Only crafting ammo, 3x damage for everybody. Low endurance run. Pretty fun, especially considering I'm just using a revolver and a bat. Craftable grenades included.

I have my luck maxxed out now.
Which means almost every encounter has at least one legendary enemy. I've been finding lots of legendary loot.

The best I found so far was the wounding gauss rifle. What I'm really hoping to find is some two-shot weapons. Hopefully: A two-shot assault rifle. That would be awesome.
But RNG is RNG and I often just get shit armor or melee weapons.

In F1, just pick Albert, one of the premades. He will suit what you've described almost flawlessly.
Speech is one of THE most useful skills in both F1 and F2, it's worth tagging in pretty much every build.
Lockpicks are useful too.
In fact, in both F1 and F2 the "perfect" build is Small Guns, Lockpicks and Speech, as it gives you most of the options.
Science is also very useful, especially in F2.
Doctor is nice too, but NOT worth tagging.
Don't waste your time on Barter, First Aid and Traps when tagging skills. Those are neither really useful nor required at truly high level for quests.
Oh, and if I recall correctly, Albert got picked the awful trait that boosts your skills, but gives you per once per 4 levels instead of 3. Drop that shit, as it's the most harmful of all traits you can pick in F1 - there is a level cap, so this trait robs you away from 2 perks out of 8 possible.

Not really. See, the game has a twisted way of considering what's "connected". Let's give an example. Say you've got few pieces of picket fence. And you've run out of the actual fence, but still got posts left, so you fill the hole with posts.
For you, the gap in the fence is blocked, right? You can't walk through it. But the game considers it an open hole, so it thinks there is an opening, hence spawning attackers outside the wall, as, well, crunch-wise, there is a hole in the wall.
