Furthermore, they later clarified that the content of that EULA was just to cover their own ass, and that while KF1 had a similar one, they'd only banned like 3 people ever that way. They explicitly said that they had no intention of actually banning anybody for that stuff.
Of course the real issue is that they very well could, even if they say they won't, but that's separate.

To add insult to injury, the update also contained a weapon "rebalance" with absolutely retarded stats, making most assault rifles unviable and somehow boosting the Deagle brand Deagle to the status of the best weapon in the game. It took like five seconds for all communities to reach full meltdown mode.
For extra amusement, in 2013 Overkill proudly stated Payday 2 would never have microtransactions. Yeah.

First answer is its in the millions. Second answer is staffing.
You have to have staff to make a game, but you also need money to pay those staff, and if you don't have money, you can't pay staff to work on your game, and a game with no content makes no sales.
If you can't see the vicious cycle here, and why the implementation of a harmless microtransaction such as skins is actually beneficial to the project (thanks to the low initial sales of the game), then you don't deserve video games.
