To me, to qualify as a MMO, you have to have single servers with a large player base on at once. Gameplay can be mostly instanced, as long as you have at least a hub world where large numbers of players can interact. Server wide chat rooms don't really count. You need to have an actual avatar, in a hub zone that you can move around in, with a large amount of players.
This game does not fit that description for me.

I would argue that 2nd Gig had better stand alone episodes, while 1st Gig had a better arcing story. It felt more in line with the Ghost in the Shell theme, where as 2nd Gig was more political, and less cyber.
