Square is probably the only other videogame publisher they're actively working with since Battlefront crashed and burned. So far the revealed worlds were all from recently released movies. They're even getting the original VAs and writing new songs for the Frozen world. Fuck, the plot to the BH3 world is written by the movie's directors. I can't remember which of the artists it was who said it, but they claimed he was the last character added - but also the first to be drawn.
Given that concept art for the others wasn't even finished by that point, its highly unlikely he was added at any stage besides extremely early in the scripting stage.
