To be honest having played both I don't feel as though Bloodborne's gameplay is much better than Witcher 3
The combat effectively involves infinite dodging like the Witcher 3 and fast or strong attacks. The only unique thing Bloodborne really has going is weapon transformation and I don't feel it's enough to make the gameplay anything decent. Both games have extremely poor use of magic as well.
For most of the bosses I didn't feel I had to use much brainpower either. It usually equated to constantly dodging until the boss left themselves wide open for attack. Bloodborne's greatest asset is its world design and atmosphere if you ask me.

I enjoy grinding blood vials after every attempt at a boss. It's also fun having to traverse to the dream to then travel somewhere else. The loading screen is amazing. I even have to travel there to restore health, instead of just sitting at the lamp as would be the case in past souls games. Brilliant! 10/10 goty all years.

the DLC might just get bloodborne a goty award or two, but its quite rare due to the fact that most games that get GOTY are released in the later part of the year closer to when the awards are held.

I've played most releases this year, and few of them come close to Bloodborne's greatness. None surpass it. And I haven't even played the DLC yet.

The difficulty seems all over the place to be honest. Some enemies feel like they belong in an area just after Amelia and sometimes when I get on my level 90 I lose over half my health bar or in some cases just get one shotted.

After being kind of disappointed with Bloodborne as a souls game on release (Re: lack of content and build variety) I was pretty confident it had no chance at being GOTY.
After MGS, Batman, and Fallout all ended up being turds it actually ended up being one of the better games this year.
Still, Witcher 3 was everything I wanted from a sequel and more so it's still my GOTY. Witcher 3 and Bloodborne both have many flaws, but Witcher's flaws don't detract from what the game set out to be, while Bloodborn'e unfortunately do.
