What I did, was I made a new game, and steadily progressed my way into Monsignor Plaza.
If my game crashed, I was gonna start a new game - but it didn't. Been steadily progressing throughout the game, exploring, slowly doing the story, andoverall enjoying the game.
I keep returning to see if the crash bug will appear or not - so far I've been lucky.
I know this sucks, but try making a new game and traveling there to see what happens. If it doesn't crash, just play that save.
It's pretty fucking retarded that such a massive issue hasn't been addressed.

It happens around the time you either rescue Valentine, or kill Kellog. They haven't pinpointed exactly where in the story it happens, but it's somewhere around there.
It also either happens to your save or it doesn't. It's a gamble.It's also utter bullshit that it's taking this long for them to fix it. I had to start a new game over so I could freely explore without crashing unexpectedly. Thankfully my first playthrough was lucky and didn't get the bug.

The patch fixed this. Unfortunately, you may have to start a new game. Some people said their saves worked fine, but for me it didn't work. I kept crashing. Opened my older save and I could go there no problem though.
Made a new game anyways. Game is fun at least, and I don't mind starting voer a 3rd time.
Show me ONE dialogue exchange in Fallout 3 or 4 that is half as smart as this. Go on. I'm waiting. See? You can't do it.

Walking through the city area is still laggy though.
It's most likely due to all the drawing from all the shit, mixed in with their horribly optimized shaders, all the dynamic shadows, and the massive bloom at certain hours.
