The only people who are dying are Ragna because the universe hates him. Rachel because she loves Ragna and seems hellbent on going down with him. And Celica who has 6 months before she degrades. Jin for example not only is not dying, he's steadily getting more powerful the more time passes. Hell most of the cast sans like 2 people are trapped in a Madara Uchiha style dream (or nightmare) and yet Jin is unaffected. The Izayoi's capability of stealing light is so powerful that it borderlines on magic and can even hide the user from the eyes of Takamagahara who's sole job is to monitor fucking time and the Boundary which cannot be seen through unless the Azure likes you. And Jin cut it down. I don't know why Izanami doesn't have every last one of her cronies trying to kill Jin. Jin doesn't have a Sankishin Unit, just the Power of Order and Yukianesa. This means that no matter what he does, he can never match up to 100% Hakumen.

Damage seems lower overall to be honest and I'm not sure if it's because of a general damage reduction or because no one has optimized anything. Because even on day 2 Kagura is shitting out damage

There's some little things like 6A floating without wind and such but the big change is the loss of her Pumpkin. Pumpkin was taken away entirely and was replaced with the bat coffin. While the bats are on the opponent it will poison them and slowly take away life. The bats can be moved around with Wind of course.
Speaking of wind, the wind regen has been nerfed. It takes about 10 seconds for Wind to go from 0 to 4 but see the first 2 stocks takes 7 seconds while the final two regen quickly. So you're not going to have free access to wind anymore which is a major hit to Rachel's general mobility.

I don't think she'd be a high-tier character in the BB universe (she can't use sorcery or reshape reality), but I imagine that she's more powerful than say Bullet.

Sure, Bullet is weak. But it's admittedly pretty hard to know exactly where to rank Mai, since she has had 3 years to hone her fighting skills since we last saw her. At school she was able to defeat professional assassins sent to kill her, so she was already fairly powerful then.
What we can say is that she's probably stronger than some of the weaker playable characters and thus powerful enough to be made playable.
