Zootopia might have issues in line with Atlantica and the Pride Lands, but that's somewhat mitigated with the characters still being bipedal.
If Gigantic does get in some form, then it would most likely be the same thing as Chicken Little getting into KHII.

The only thing that a Lilo and Stitch world would bring is Stitch as a party member, and we already had that in BBS.

Robin Hood would be a much better fit than Zootopia if we're talking about transformation worlds. Plus it's one of the few movies Disney doesn't hate from that era (others being 101 Dalmatians)

In KH1 Donald was useful, since he learned spells and their higher levels alongside Sora.
In KH2 Donald became less useful, since he never learns once more or second chance, along with not learning higher level spells, and you have to wait till he gets boost abilities later.
Not helped that you need that asshole alive to go into Wisdom Form, alongside the fact you need both party members alive for Master and Final, that fucked me over a number of times playing KH2 critical.
