I should also mention that a few FOEs, and end game bosses are immune to ailments, and binds as well, so it's not just the super boss.

Even the Labyrinth Core fight in EOU1 allowed me to inflict terrify, and it was still a really hard fight on expert mode, but I guess Atlus decided that ur-child should be even harder.
