The initial inhabitants are invited in a relatively normal vault, one thing is off though. All food, terminals and manuals are in German.
The inhabitants eventually learn German and discover that all entertainment, education and media in the vault are German products from the 2nd world war.
The English language eventually disappears as the first generation dies off and the second and third mature. By now an automatic program has slowly over time changed all news and history to give the illusion that the vault dweller are actually Nazi's whom invaded the US. They were forced to take shelter in a secret underground facility when Germany nuked the US. Their mission is to complete the invasion of the US when the vault opens in 2288. They are given access to a firing range, advanced hardware to simulate combat and a variety of WW2 German weapons and ammo so they can prepare themselves for this moment.
