how about a random quest generator that works like typical random generated pen&paper mission generation? for example the shitty official shadowrun 5th edition one:

>2D6: identity of client (secret society, government, megacorp, political group etc)
>1D6: mission (transport, distraction, extraction, assassisantion etc)
>1D6: mission object, mcguffin (prototype, magical object, infrastructure, VIP etc)
>1D6: complications (more security than expected, client literally fucks you in your ass, need for special equipment to pull mission off etc)
now take that, polish it (haha I know bethesda lmao) and implement it in the game. make a big fucking sign for the player that says "THESE ARE RANDOM GENERATED QUESTS IN CASE YOU ARE SHORT OF MONEY/RESSOURCES)
also, make each quest have a specific ressource reward, so the player can choose to do a quest for a ressource he lacks.
