That can be patched. To me it looks like a hotfix they did to keep AI from clipping through bridges and platforms. Skyrim rarely had as many large multi layered structures as Fallout 4, so they probably didn't know how to get around this issue.
What it looks like it's doing is your character clipped through the ground and the game frantically tries to find the next piece of ground it can snap to.

My friend says his towns have gotten raided by Synths multiple times and he encounters them often, I'm not sure if it is because I haven't progressed that far in the main story-line yet or what, but I've only encountered Synths in 2 areas so far (Once in Fort when you are hunting Kellogg, and once in the old factory/bunker you go with Danse to retrieve some tech from in his early quests).

Yeah I got two suits and like 8 cores, but I'd rather have them showing off who the big boss of Sanctuary is with them. Anything that is like rare consumable fuel/power/magic in games usually gets thrown on my backburner unless I really find myself fucked.
