Yes, a moralfag character won't follow Legion but other choices - NCR has some fantastic people working and fighting for it, but the top is rotten. House is a man with a plan, but is his plan the best for the common good? Independent Vegas - true democracy or doomed utopia? These kinds of choices are cool. I think the point is, is that "No" is generally "No, not now, but later when I talk to you again and say yes, otherwise there's no way to progress my disucssion with you"

I think there was only one or two instances where saying no caused my character's interraction with that character to outright end or change the course of dialogue to a different result.

You can't move them around to other settlements, and their AI glitches out the rest of the settlers for me sometimes and pulls everything off their assignments. I found out killing Sturges fixed this for me. I hate have no choice for dumb reasons too, so I ended up just killing all of them in public. 0 ramifications for that. Killed off the abernathy farms people too for that.

None of the named people can be killed in Sanctuary. I was walking around, and that Marcy girl gave me attitude, so I saved the game and decided to kill her. After shooting her 3 times with a shotgun, she became hostile and her health started to go down. Then after shooting her enough, she did the little downed animation from Skyrim before getting back up.

If anything I'd say that if there's one thing Bethesda does right it's make a really decent open world for the player to explore. The problem is that their current mindset is to make an open world action-adventure game instead of an open world role-playing game.
Like for all the half-assed shit that Skyrim does I'm always coming back to it every now and then for two things: to run around in the comfy ass winter world and to use werewolf mods to run around in the comfy ass winter world. It's hard to deny that you could say or do the same on the same scale for more than a small handful of other games out there.
