Undertale's soundtrack was better in context to the game, every track felt like it helped to establish the tone and mood of every fight, area, and story-segment.
However, HM2's soundtrack is far more fun to listen to on a regular basis and is far stronger without the context of the game. This isn't saying that Undertale's OST isn't fun to listen to, it's just that HM2's is better in this situation because you don't necessarily need context to listen to it.
I'd say Undertale's was a better GAME soundtrack, but HM2's soundtrack was generally stronger overall.

Hotline Miami had sheer production values and a variety of talent backing its OST to not be the best.
LISA was incredibly experimental and attempted a variety of styles and moods despite being made by one guy on the fucking trial of fruity loops.

Undertale's soundtrack was made by Toby Fox, the same person who made the game.
The HM2 devs just went around soundcloud and paid a bunch of random synthwave artists who have never played the game to let them use some of their songs. I think most of the soundtrack was made without any knowledge of the game.
