That's where I think they're going next. No other city left unless they try something, I'm actually surprised they never made one set in only San Francisco, the city has so many hills and slopes, it would for great insane stunts, chases, races etc.

GTA V being the best game ever made set the bar immensely high. I don't know what they could add, perhaps multiple locations? GTA V had San Andreas / Blaine County / North Yankton but San Andreas and Blaine County are fused together and North Yankton you can't freely go to. So like a second location that you can go to would be cool. Make every store walk-in-able.

Apparently Rockstar is in fact scoping out London to be the location for the next GTA.
And I know this is a GTA thread, but I'll throw in some Fallout 4 info here as well.
Bethesda plans for 6 DLCs to be part of the season pass. The theme of three of these DLCs are as follows: A DLC based around the Brotherhood of Steel (again...), one based around Aliens (again...), and one based around Feral Ghouls in some zombie themed sort of way.
Screencap this, if the FO4 DLC ends up being true, then you know London is as well. And if my source lied to me, well then nothing of value was lost.
