Yes, if I'm remembering right what you do is go up to Nugget Bridge and beat them all before you go to Cerulean Gym. Then go to the patch of grass to the left WITHOUT BATTLING THE TRAINER IN THAT PATCH. Catch an Abra and save. Then what you want to do is walk forward into that trainer's eyesight so he'll battle you, but the second you walk into the square mash the start button to bring up the menu. If you do it right, you can bring up the menu as his little exclamation mark appears and Teleport back to Cerulean. None of the buttons but the arrow will work, so walk back to Nugget Bridge and eventually as you walk along it the menu will be brought up. Exit out and you'll run into a wild Mew.

In high school somehow gen 1 became a fad again. Everyone dug out their old gameboys and started playing R/B, normies and everything. It was actually pretty glorious trading and battling during free periods and shit. Good times were had all around. All arguments against gen 1 are valid, but it was the only generation where that could work, at least for people my age, because literally everyone had it, like I said, normies and all.

There were too many differences between Gen's 2 and 3 to make that possible when the series transferred systems, despite the fact there was even a GBA to Game Boy link cable.
Unless Game Freak does some sort of coding to make a one way transfer possible by estimating the post gen 2 variables I doubt it.
