They no doubt picked out the frontrunners early on. Sakurai said that everything after Ryu would be fanservice, which implies based on the ballot. Otherwise, if they started development only after the ballot closed and they were able to wade through the results and then pick somebody to work on, it would be an incredibly long drought of no content between Lucas/Roy/Ryu and Cloud/whoever/whoever.
