they are there, alway send them all to the same place so you remember where they are, i always send them to sanctuary hill but they can be anywhere there inside any house or walking down the street

You can just use the command board to spawn them.

check the roofs of your houses as well, i've had some NPCs spawn on a roof before.
try using the bell, it might work
