the problem with rng in hearthstone is that the rng can become completely broken.

rng in hearthstone is "Anything can happen" instead of "a select set of possibilities" with cards being able to summon themself.

One card(A) lets you summon any legendary when you use your power, another card can let you use your power twice. Meaning if on the first shot you summon itself(A), then on shot 2 you get 2 more legendaries. Unless you planned to counter this you are dead. However the counter to this won't get past turn 4 vs any other deck
