I think the explanation, while not actually said in the game, is simply that bost West Tek and Vault Tek working for the government in multiple projects, worked together in this one. Vault Tek does, after all, have an eventual massive source of human test subjects.

Thing is, anon, what we have with Fallout 3 is an expansion of the lore. People like to complain about lore rape when new information is added, but that is simply not the case. Because over centuries and under different leaders, organizations change. The BOS in FO1 share their tech and protect the wastelanders much like their FO3 counterparts in the ending. The FO4 Brotherhood is much closer to their FO2 counterparts because of 10 years and a change in leadership. Things change.
