What about something like Four Swords except you can switch between each Link.
They'd have different abilities and play styles to fit in with LoZ's puzzle and combat.
Everytime you finish an important mission as Link you swith for 30 minutes as Zelda organizing Hyrule's budget, events, and signing papers.
