Nope. Everything other than a retexture needs a script extender and more processing power.
Nothing that affects gameplay, graphics, content. Literally, nothing is left. Not to mention even if it was possible, MicroSony will never allow the player to modify things in the console. Everything is locked and will stay locked, they can't afford to have a bunch of peasants break their console.

Take a look at Skyrim on the Nexus and see how many require the use of SKSE. Same goes for New Vegas and Oblivion.
All you're getting are new textures, maybe new buildings added to old locations using existing textures and a gorillion "cheat" mods that give you free resources, guns or overpowered guns.
Ever since it was announced, everyone who has ever modded a bethesda game assumed this was the case but the normies took the bait anyways hoping against hope that they'd get new weapon classes with new effects, new features to power armor, weather effects, survival needs, new crafting or new quests with new mechanics.
