Mostly because westerners have a weird idea of what Cloud's personality is like, mostly, and they think the movie "ruined" Cloud's character. The movie was pretty well-recieved in Japan, where there wasn't a goofy localization. It probably didn't help that the Japanese audio had Cloud sounding like a big, standoffish grumplord trying to hide his feelings of guilt through his usual "Not my problem" attitude, while the english dub made him sound a lot more melancholy and emotional than Nomura intended.
That said, the movie itself is sub-par from a plot standpoint, and needs the tie-in novels to make sense. It's strengths lie in it's cinematography, character design, and unique style of battle choreography (which you're enjoyment of will depend entirely on how much you like anime fights.)

I think this had a lot to do with it.
For example, when Cloud loses to Kadaj and his gang, he says "See? I knew I'd be no help..." whereas the tone of the line in Japanese is more along the lines of something like "Damn it, I knew this wouldn't end well..."

I don't dislike the movie but it felt very rushed, introducing a lot of new characters really quickly, with little to no explanation for them. Heck, the badguy trios names weren't even revealed for a good chunk of the movie.
Also Rufus being alive and the whole trying to make the Turks likeable (hello, they're remorseless mass murderers) was dumb as hell.

Kind of in the movie, but it also comes with an anime of the Denzel Part of On a Way to a Smile, which explains his background.
And the visuals do hold up, a lot of touch ups and general changes were made.
The Turks were just doing their jobs, one could say. And they do that in Advent Children, too. They are not exactly playing nice in the movie either, they first try to use Cloud for their plans and all, hiding Jenovas Head and everything.

Isn't that the best anyone can expect from such a thing? A full fleshed story and characters in 2 hours or less isn't really doable. It works nicely as an epilogue to FF7.
