Yeah controlling a gun feels fetter than in FO3 but I'm thinking that comes down to the shitty animation skeleton they used that made it seem like you stretched your arm out to the right and aimed 90 degrees left, but I'm becoming fairly certain my PER/AGI stat is actually determining where I shoot when aiming except with a scope, which is pretty lame.
On top of that why does the laser musket effectively enable me to one-shot people despite it being so awkward to use I wound up Take Alling corpses trying to reload and getting overburdened, but stats wise it's not that good compared to .38s? I'm pretty sure this is tying into the above with SPECIAL which just feels retarded considering the enemy won't let me win getting into cover.
It's like it's stuck between FO2 and STALKER, since the enemies will try to take cover the usual "roll to hit" won't work because in e.g. FO2 they are always exposed to a minimum amount. Because of SPECIAL you can't take cover and take potshots back because you'll never hit where you shoot 100% of the time (and virtually all of the sights are complete shit anyway). Only solution is to get a power armour on and CQC them, which means you're the bullet sponge.
FO4's main weakness then game design is Beth don't know what the fuck they want to do with SPECIAL/Perks, and it shows since if you don't have 10 PER/AGI I guess you're relying on the time you do hit, you do shit tonnes of damage then.

Another problem is that the new perk system is rendered completely worthless due to there being an infinite level cap.
You don't really have a "build" any more. Since you can also increase your S.P.E.C.I.A.L stats as well, you don't even really have to take the consequences of doing a dodgy build because in 5 levels you can bridge any major gaps in your stats, and since there's no level cap, you won't have to do this at the expence of decent perks later down the line.
Since they've replaced skills with perks, they've somehow managed to make levelling and roleplaying even less substancial than fucking Skyrim of all things.
It's such a step back from basically everything in Bethesda's output. It's pretty much Wolfenstein with more dialogue.

Since this game runs like absolute trash, I had to turn the preset down to medium. It's weird because I'm actually glad this game looks the way it does because it still looks just as "good" as long as you don't stick your nose into a brick wall like OP. I can safely say medium preset with TXAA looks surprisingly pleasant for modest systems. There are however the occasional quirks, but you can excuse them because you know it's only on medium.

Look at how much they invested in marketing. Coffee cups, tshirts, figures, soda pop, beer, a plastic pip boy, countless other shitty fallout branded items. Tons of purchased press.
They had to spend more on marketing than developing the game, and they did it because they could get away with it.
The normie filled market will bend over, open their wallets, and take that brutal dicking all day long. They have no standards, they're not hardcore gamers, they just follow social trend, and its trendy to like Fallout because of le nerd XD culture.
