Eliwood and friends had to struggle against 3 baby dragons for final bosses while Roy was figthing an army of them, including adult dragons like they were trash mobs.

This chart has a lot of wrong type stuff in it.
ZSS is a one woman army, I'd say she's on a similar level to Snake in that they're both raised and bred to be super soldiers. Only reason she doesn't really fight out of the suit is because all the stuff she comes up against is really, really overpowered and I'd wager she couldn't keep a reasonably effective firearm under all the armor.
I'd maybe move Armored Samus and Dorf up to Slayer/God status, since Dorf is literally the reincarnation of a dark god and Samus has on more than one occasion taken down some seriously cthuluesque shit by her lonesome. Kirby's overpowered, but also the size of a quarter, like Olimar.
A lot of the other stuff seems right-ish.

Palutena: Seems to be below the other Gods in Kid Icarus, who would probably be in Lifewiper tier. Pit had to struggle not to kill her in a fight and she never takes direct action against enemies.
Ike: A one man army who killed a goddess. Unfortunately, we don't know exactly how strong this goddess was, so it's difficult to place him.

Various Pokemon: Aside from Mewtwo, canon is difficult. In the games, really only legendaries have individual feats, and basing things of base stats seems inaccurate. But then you get into the whole mess of mixing manga, anime, and spinoffs.
Pacman: Does this fucker even have any feats?
Starfox: They need their vehicles to fight, otherwise they’re just furries with blasters. Good, but not at the same canon level as some other smashers.

Shulk is normally decent to high since he has future vision and can enhance all his physical abilities, but it is canon that just because he knows something will happen doesn't mean he can always avoid it.
