I have a theory that people like to experience unfair things a little. So for the COD franchise, it's never very unfair. It's just a little unfair, all the time. Well, the only games with mod capability after COD4 was World at War and Blops 1.
WaW was a less stable, more buggy title than COD4 on PC, and it had no new features or technology that couldn't be ported back to COD4. On the technical aspect, there was little reason to make mods or maps for WaW over COD4 (for example there are COD4 mods that have copied and replicated the WaW zombies perfectly for multiplayer). As for the userbase, WaW saw a pretty quick drop in players after a few months with many returning to COD4.
And for Blops1, the mod tools came out so much later than the game's release (and they are still recognized as BETA tools) that nobody cared to jump on to modding it. Similarly to WaW, Blops 1's numbers dwindled somewhat quickly, most players went back to COD4 or MW2.
COD4 still has the largest modding scene of the series, although it seems that most modders had already moved on from modding COD after COD2 to make use of the with the then open source idTech 3 engine instead of being bound to COD's particular flavor.
It also helps that COD4's system specs are far lower than Blops 3's.
Unless Blops3's mod tools come out sooner rather than later, it will likely stay that COD4 will remain the game with the mod focus.

What you're doing wrong is you're trying to play it on PC.
Treyarch can not into PC porting. They weren't good at it with WaW, they still haven't gotten good at it even now. They're a console dev first.
COD on PC stopped being good after MW2 as only the original Infinity Ward team developed for PC first and ported to consoles. Now it's three different console dev teams.

I got that Holiday Bundle at Gamestop, with an extra game on top of that and an extra controller, both for free.
Pretty nice for 400, and I had like 100 dollars in store credit so I think it was a good deal. Plus I've been saving up the "free" Games with Gold so I have a decent library.

Using 2666 MHz RAM instead of 2133 RAM with a i3 6100 can give you twice the FPS in certain games.
In Ryse it went from low 50's to low 110's.

It runs at 60fps most of the time on my 8150+660ti setup. I'd say try and get it for cheap though rather than pay full price.

fuck that. COD is something I buy once every few years for £20 tops. I play the multiplayer in short bursts when I fancy it. I know it's bullshit but it's a quick guilty pleasure you can pick up and drop quickly. The bells and whistles go off when you level up, its fun.
I really don't care about extra maps. Especially memetown, itls a fucking dreadful map. Like that dustbowl or whatever it was called. It's not fun spawning in front of the enemy.
