So yeah, Quiet is just like them
"Quiet serves as yet another symbol for the boss. On top of all the other numerous examples Quiet's is uniquely different. Her entire character is devoted to this symbolism, since she holds no real characterization for herself. She is The Boss's phantom.
However, do not make the assumption that The Boss's ideals match Quiet's. Quiet stands to bring to light The Boss's struggle; her agony. Staying "silent" and constantly proving her loyalty to no avail, only to leave branded a traitor. She will still be remembered by Kaz as the woman who tried to kill Snake.
Quiet also serves another purpose. Through her symbolism of The Boss, she stands to bring Ocelot's struggle to light as well. Ocelot always stands as the character to support Quiet. He understands her struggle and her reason for doing so. The narrative even takes a moment to have Ocelot say himself that he was like her. Even when mentioning the word "love" in front of Kaz and Venom, along with showing that both are unable to grasp the concept. We even know for a fact that during the game Ocelot hypnotizes himself to believe a different set of events. During his time with Venom, he's unable to speak for himself. This comparison stands even greater knowing that Quiet, before she leaves, speaks. She doesn't remain Quiet, but her presence reminds us of the struggle of those who did, and who are still, quiet."

What's wrong with MGS1 Naomi?
Quiet ultimately had no purpose other than being a fanservice waifu sideshow. It was rendered impossible for her to be an actually participate in the main plot instead of just being regulated to separate scenes because she is ultimately an optional character. The player can just to just run away from the fight with her and never go back, or shoot her in the face once the fight is done, so the game's story has to account for her not being there at all. Even though his role in the game is just spouting exposition about Skull Face, not only is Code Talker more important to the story than Quiet is, but we also know a lot more about the burger-loving indian man and his history, as well.
As much as I like Quiet, she was a waste of a character.

I think this image explains exactly why quiet was such a nothing character after you save her. Compare it the second walking dead game where you're given a choice to save one of two guys. It doesn't matter which one you save because they're going to become a useless background character until they die later in the game. This is what happened to quiet. The last scene for Paz was really good. In my opinion though, it should have been big boss who had to deal with those specific illusions. Secondly, Medic blaming himself for not finding the second bomb is pretty much the best part of the all the Paz flashbacks. Even when hypnotized into thinking he's Big Boss, his conscious is still so fucked that he dreams of seeing his old self actually find the bomb from Big Boss's perspective, and that he saved Big Boss from a rocket instead of the explosion that he partially caused. People make a big deal out of quiet for the same reason that they do about all the twists and other shit that happened in this game. The reason being is Kogima just outright lied. Don't get me wrong, having twists is fine but the fact that he advertised the game as being about BB's quest for revenge and fall from grace, quiet being much bigger than she is and that we will be ashamed, making us think Skull FCe would be just as fucked as he was in Ground Zero and other stuff...
