It could be that too. But I don't know if I'm explaining myself well, but it makes sense to me. When BO1 and 2 were only on last gen all their effort was going into them so they could do whatever tricks and stuff they needed to to make it look and run as well as possible. But now, like you're saying, it's an afterthought, so most of the effort is being put into the version that is better than last gen could do and just scaled down until it runs acceptably on last gen. There aren't any special tricks they're using anymore as the game was designed around completely different hardware first and foremost. And if it's not even the same dev then that's also something.

The only big change introduced in the last 8 years was the jetpack, and even then, they are going to have to stop using that when they stop with the futuristic setting.

Making a new engine from scratch will make the game feel totally different.
Make unique weapons, and not gimmicky shit like the crossbow that in the end it's totally useless.
Make maps much bigger, rank up the player count, add more verticality, and not only wallrunning, make maps in skyscrapers, make one big ass map that features half the map on a totally different elevation than the other half.

My point is that those PC numbers are deceptive. It's more cost effective to please the console crowd (especially since it has standardized hardware, making optimization much easier) than PC players (which takes a lot of time and resources) since they make up the majority.
Focusing on the PC version when most people get games on console makes no sense.
