PCSX2 may be a mess in terms of its codebase or not accuracy focused enough or whatever it is you mean, but at the end of the day it's able to emulate 95% of the PS2's massive library well enough that you're able to play those games to completion. Whether or not they were worthwhile is subjective.
GC discs were still smaller than regular DVDs, which could lead to cuts in certain areas. Also the unique controller usually caused some issues with certain games when translated over. Xbox also had a better online system in place.
Also, trying to play PC versions of mutliplats from the PS2/Xbox/GC generation is usually extremely hit or miss nowadays.

There were 6 active Xbox emulators at one point, one of them was actually capable of booting into a dozen games and getting past the menu. You could play some levels in HALO years back. Development stalled on all of them, most of them were abandoned, all due to lack of interest in the platform.

Soul Reaver is probably best on Dreamcast since it got upgraded models and texturing. PS1 version is also fine. PC port lost the dynamic music and is fucked on modern systems.

Not hard, as long as you have some basic computer knowledge. I did mine using the IDE cable swap trick to bypass the HD password.
You can also use specially crafted save files for certain games that'll let you softmod it. Mechassault (original, not platinum) was the game I remember working with that method.
I don't know about modchips and stuff, but those are probably fairly easy too.

Physically (as in a soldered modchip), not very difficult. If you don't know how to solder, you can practice on old circuit boards. Screwed down or solderless modchips are much easier, but they tend to lose contact with their points (spring-loaded garbage). Soft-modding isn't a bad alternative, but soldering an xecuter3 is one of the best ways to get into the original xbox scene.
If you learn basic soldering, you shouldn't have a problem with the D0 point that scares a lot of people.
